Biya’s Bye-bye Package to Cameroonians

At last, President Paul Biya is preparing the stage to quit the unity palace for good. The recent on-going reforms he is introducing in the country leaves no one indifferent that he is tactfully trying to please Cameroonians before checking out of government.
To begin with, Biya on his own called for the recompilation of voters registration and introduced biometric voter registration to ensure free, fair and transparent elections in the country.
After the call for biometric registration, CPDM who resisted change, drafted the electoral laws poorly. The opposition led by the SDF, protested and in this on-going parliamentary session, Biya recalled the bill for electoral code and made amendments without anybody forcing him to do that. Even the very critical SDF parliamentarians like Cyprian Awudu Mbaya, congratulated Biya for a job well done.
If things work as Biya is doing, there is no gain saying that there would be free, fair and transparent elections in Cameroon.
Beside, the Head of State, Paul Biya, has again instituted budgeting programme and the Ministry of Public Works for the first time, has a good chunk of the 2013 budget more than the defense ministry meaning that he intends to transform Cameroon into a vast chantier for road construction and hydro-electricity power (HEP) especially the construction of Menchum hydro-electricity power and another HEP on river Katsina Alas in Furawa Menchum Division of the North West Region including the much talk about double lane express road between Douala and Yaounde.
One of Biya’s bye-bye package is the fight against corruption from all fronts like the Anti Corruption unit (CONAC), supreme state audit and special courts. The only problem is the fact that petit thieves like the police and gendarmes are left out although recently, he has created a special status for the policemen to better their situation apparently to cause them stay clear of the 500frs bribe from motorists along the streets.

Does Biometric Voter Registration Kit Spread Cancer?

Rumours that the BVR kits can cause cancer have scared Mwakirunge slum dwellers from registering as voters, IEBC chairman Isaack Hassan has said.
He told the residents to ignore the rumours saying those spreading it want to sabotage the voters registration in the region.
Residents said the rumour, which surfaced soon after the start of the registration, has caused panic and fear.
"A rumor went round and most of them have refused to heed to the calls to register as voters. They say the machine sucks blood form their fingers and it can cause cancer," said Rose Kazungu, a residents.
Kazungu blamed the low turnout on lack of proper civic education by the IEBC.
"IEBC really failed on this. In slum areas, people are very sensitive and are proactive to such rumors when they occur," Kazungu added.
Kazungu added that similar problem emerged in the same area when ministry of health started distributing free nets to the residents. She said resident burnt the nets in the pretext that the nets had demons that disturbed them overnight.
According to Genesis for Human Rights lobby group programs officer Caleb Ng’wena, registration rate as at Monday, stood at 3 people per day since registration started.
Coast provincial director f medical services Dr. Maurice Siminyu allayed such fears saying that BVR kits could cause cancer.
"That rumor is not true. BVR kits are only used to penetrate and analyze human tissues just like x-ray machines to pick uniqueness of individuals," said Siminyu on phone.
Siminyu said that the possibility of BVR kits causing cancer was negligible since the machine is only used once unlike the x-ray machine that is used regularly on the human body.
"There is no way BVR could cause cancer and people should come out to register," said Siminyu.
South West Coast IEBC Regional coordinator Amina Soud also added that, the kits do no transmit any non communicable disease including cancer.
Amina said, "Our chairman Issack Hassan outlined clearly that the machines are human health friendly. Let them know that such machines can’t be procured without understanding all health implications. That is wrong and I urge people to register."
Muslim for human rights lobby group officials also said that adequate civic education was needed in informal settlement to sensitize potential voters to participate the process.
"Thorough civic education will be very much important. IEBC should also carry along health experts to demystify the issue of BVR causing cancer," said Muhuri, rapid response officer Francis Auma.
This comes at the backdrop of hick ups that continue to mar the ongoing voter registration countrywide with low turnout in some parts with the BVR kits failing to function.

How Ntumfor showcased organizational knowhow at NACDA golden Jubilee

The successful Ground-breaking, colourful and hitch-free Ndong Awing Cultural and Development Association (NACDA) Golden Jubilee of Saturday November 17 2012, was largely attributed to the chairman of the organizing committee cum the occasion’s Master of Ceremony (MC), Ntumfor Barrister Nico Halle’s organizational know-how.
The ceremonial ground at the Awing Fon’s Palace Plaza was an attraction in its right. It was decorated by 10 flags of foreign countries that have stood by Awing village to boost its development which were flying by the Cameroon’s tri-colours and the beautifully dressed hostesses and protocol officers.
In his jubilee speech after the ecumenical service, Professor Mbangwana said NACDA was created in 1962 and it is today having structures nation-wide and in the Diaspora. He said the association unites all Awing elite towards the fostering of socio-cultural and economic development of Awing through self-reliance initiatives.
According to Mbangwana, the achievements 50 years after is thanks to the elite and assistance from Cameroon Government, organizations and foreign countries like the Uk, US, Switzerland, Germany and Denmark including organizations like the world Bank, African Development Bank (ADB), French Development Agency, Dutch Embassy, CERAC, GP-DERUDEP and Cameroon Government. He opined that Awing has a lot in common with her neighbours as Geography has made them neighbours and history has made them brothers "and so what God has put together, let no one put asunder". He said Awing Lake is a tourism site par excellence and so the development of the Lake will certainly transform the entire Santa subdivision to a veritable tourism site.
In a bid to immortalize the Jubilee, NACDA launched the Jubilee monument and "Smiling Awing" magazine
Appreciating past and present NACDA President Generals, the present President General, Ntsonkefo’o Peter Akote, hailed Ntumfor Barrister Nico Halle who was president between 1998 and 2004 for a job well done. He stressed that under Ntumfor, a multi-purpose Awing Fon’s Palace was constructed and he named it a mirror and pearl of the elite. "As the palace re-construction progressed on, he unshelved the electricity project and told the population that a good palace cannot be left in darkness. He therefore resolved to connect electricity from Matazem-Santa to the Awing Fon’s Palace",
NACDA President General said today, many aspiring leaders look up to Ntumfor Barrister Nico Halle as a role model.
The President said within 50 years, NACDA has constructed and maintained roads, built the Fon’s palace, classrooms, and bridges, provided electricity, health care, a community hall and water to the population. Besides, he opined that NACDA is a veritable apparatus of the annual festival, a rendezvous that pulls all and sundry around a common reflection.
Taking the rostrum, the British High commissioner held Awing elite for always taking the first step to develop their village before sourcing for foreign assistance. "This explains why we have always stood by this village to give assistance when need arises" the high commissioner said.
Dorothy Njeuma, an Elecam Board Member, who was in the company of her daughter, a pilot, appreciated the dynamism of the Awing people. She saw them as a peaceful, united and development oriented people worth emulating.
Eking out the sum of 2million to NACDA on behalf of the Minister of Arts and Culture, the Technical Adviser at that Ministry, Minister Ama Tutu Muna led CERAC women to Jakiri Bui Division that same 17 November 2012 to offer some gifts, reason why she was unavoidably absent at the occasion.
Earlier appreciating the high level Nigerian officials present at the occasion like the High Commissioner in Yaounde, the Consul General for Littoral and West regions and the Consul General for South West and North West Regions, Ntumfor said it was indication that the Green Tree Accord President Paul Biya of Cameroon and the then Nigerian President, Olusengun Obasanjo signed before the then UN Secretary General, Koffi Annan was working smoothly. He noted that Ndong Awing pays very high premium in peace, unity, development and hospitality.
Also present at the occasion were the Swiss Ambassador to Cameroon Urs Berner, Cameroon Ambassador to Congo, Chungong Ayafor and Nigerian Vice President in Bamenda Igwe Okafor including over 25 Fons.

CONAC nails Mendo Ze, Meva’a Meboutou, Marafa

Anti corruption commission (CONAC) has found Marafa Amidou Yaya, Gervais Mendo Ze and Meva’a Meboutou, guilty of corruption over the Kribi deep sea port. The trio have been accused of receiving money during the compensation of victims who lost their property in the Kribi deep sea port construction project. They are accused of having acquired wealth in 2009 execution process of the Kribi deep sea port. They forged land titles situated between Kribi and Campo where they were paid huge sums of money by the minister of state property and land tenure.
Today, CONAC has denounced the irregularities that were orchestrated by the accused persons. This was found in the CONAC report published last week. The report equally hailed the boss for denouncing some of his workers.
Out of the 149 land titles that were registered and compensation made, 44 were established after February 6 2009, the date the minister of state property and land tenure issued a declaration that, that area is public utility area. They are accused of having received 4,821,356,625 francs CFA.

Eq. Guinean President Warns Biya Against rise in Petrol Prices

If the Equatorial Guinean President, Obiang Ngnema’s Visit to Cameroon last week was worth while, it was when he dished out pieces of advice to his Cameroon counterpart, President Paul Biya, on the petrol prices.
According to our confident at the unity palace, the Equatorial Guinean Head of State warned Biya against any attempt to increase fuel prices in Cameroon. He is said to have questioned Biya why the CEMAC countries should be producing fuel and yet the fuel prices continue to rise every other year. He opined that if there’s any hike in petrol price, it will aggravate inflation in Cameroon and the CEMAC zone as a whole affecting all the sectors of the economy and consequently, it will provoke hardship and the population would no doubt revolt against their government. He therefore cautioned that if Biya want the population to love him, he should not make a mistake to cause a price hike of petrol.
In a bid to appease Cameroonians after the persistent attacks on Cameroonians in Equatorial Guinea by the Obiang Nguema’s citizens, President Obiang Nguema was reported to have discussed with Biya on how to hasten the introduction of the common international Passport for the CEMAC countries to facilitate free movements of the citizens from one CEMAC country to another.
And of course, Obiang Nguema knew quite well that Cameroon is the source of equatorial Guinean food, labour and building materials and equally provides good schools for the Equatorial Guinean children.
Beside, equatorial Guinean President had threatened to check out of the CEMAC zone if the CEMAC countries did not jettison the use of Francs. He stressed that France has long stopped using the Franc currency and has now joined the rest of the European countries using the Euro. Moreso, he said the CEMAC countries lose much money to France by using the francs.
Equatorial Guinea started exploring petroleum products just some 10years ago and is now one of the most developed countries in the CEMAC zone and Africa as a whole, when Cameroon started exploring petroleum products scores of years ago yet it’s lagging behind Equatorial Guinea in terms of development.
As of now, equatorial Guinea epitomizes Cameroon in good roads, potable water and stadia among others.
Cameroon Post International gathered that it was on the fast development of Equatorial Guinea that President Paul Biya invited Obiang Nguema to Cameroon last week to drill him on how to assist Cameroon achieve her greater realization goal

UNDP Endorses SCNC Ideology

The Southern Cameroons National Council (SCNC) which is shunned by Cameroon government and some political parties in the country, has at last, been embraced and revered by the second largest opposition party in the country, the National Union for Democracy and Progress (UNDP).
In a training seminar for voter registration in Bamenda on November 23, 2012, a former Minister cum member of Central Committee of the National Union for Democracy and Progress (UNDP), Maidadi Saidou Yaya, stressed that SCNC is right when its activists like Mola Njoh Litumbe et al opin that the marriage between Cameroon’s Anglophones and Francophones has completely failed "given that it’s more or less a concubinage marriage or come we stay marriage". He said both the Amadou Ahidjo and Biya’s regimes have failed to right the wrongs to ensure a peaceful and united Cameroon "by making the Anglophone and Francophone marriage ticks ensuring that no partner shows supremacy over another".
Observing that Cameroon’s Anglophone sector has been neglected over the years, Maidadi said that triggered SCNC activists to start gunning for the complete cut of the Anglophones from the Francophones.
According to Maidadi, things will certainly work if the Anglophones join the Grand North. After all, he said, it was a Garoua man, late Amadou Ahidjo, and a Bamenda man late John Ngu Foncha, who initiated the Foumban Conference years ago. He emphasized that Yaounde is not the political capital of Cameroon as many people are made to understand.
According to Maidadi, Yaounde is only the administrative capital of Cameroon as Garoua is the political capital of the Francophone sector of Cameroon and Bamenda the political capital of Anglophone sector, while Douala remains the economic capital of Cameroon.
Harping on election rigging or thievery of the CPDM regime, Maidadi disclosed that the so-called, ruling CPDM party in Cameroon would have been beaten pants down in most elections but for persistent rigging. He said when he was still in the SDF party, the SDF won a council even in Garoua but because the then Minister of State hailed from that region, SDF Victory was handed to the CPDM party like it’s done else where across the country for the CPDM party’s hegemony to continue. "And so I buy the SCNC idea that the marriage between Anglophones and Francophones must be reviewed".
Maidadi was in the company of the National President of YUNDP, Ndansi Elvis Nukam, and a host of central committee and national advisory council members in the like of Saar Pierre, Forchiveur Amidou, Abubaka Gari, Chakem Clothere, Inna Maginatou, Ngum Neba, Ngala George and Dr. Nkwenti Joseph among others.
Ndansi Elvis was coronated, "Tamfu", by the Wimbum warriors society (Nfuh) of Bamenda, who hailed UNDP for electing one of theirs as the National President of YUNDP.

Robbers Nabbed with Military Ammunition

Some three harden armed robbers who have been operating in Kumba, Limbe, Buea and Mamfe of the South West Region have finally been arrested in Bamenda, North West Region by the elements of the Judicial Police Bamenda.
The armed robbers, Tata Franklin Ngwayi alias Hausa age 24 from Nkambe, Tebo Vegrans alias Tebo Elvis 22 from Batibo and Ngwa Ernest Ambe 26, of Bafut all from the North West Region, were arrested on Monday November 19, 2012 in Bamenda after operating in 7 localities especially at Wisdom Snack Bar and students’ hostel mile 7 Nkwen.
Surprisingly, the brigands were caught with military ammunition and guns including Laptops, Cellphones, Musical Sets and the tools they use to break into homes.
While in the North West Region, the robbers had their base at Batibo in Momo Division, from where they terrorise the neighbour hood with impunity.
At the Judicial Police Bamenda where they were presented to the Bamenda Public on Wednesday, November 21, 2012, the youngest of the robbers, Tebo Vegrans Tiba alias Tebo Elvis, 22, told the Press that they procured the military ammunition and guns from their regular supplier, a Limbe base Taxi man, whose only name he gave as Barnabas. He confessed that although the said Barnabas was their regular supplier of the military ammunition, they have never killed before.
On a one-on-one with the Bamenda Judicial Police Commissioner, Som Mbende Abraham, he told this re porter that the men of the under world go under ground through out the year and re-surface during this time of the year because Christmas and New Year feasts are at the corner in other to raise money for the feast. He said they would have nibbed banditism in the bud in Bamenda and North West Region as a whole, but for the fact that the population is not cooperating with the forces of law and order. Hear him, "The population complain that we do nothing when they complain to us not knowing that we take time to carry out investigation as we are just simply, human beings like anyone else not magicians". He warned that any landlord who hosts a thief without reporting him to the appropriate quarters is an accomplice, equally regretting that most of the bandits are kept by prostitutes in town who claim that they are their husbands.
On a sad note, the Commissioner disclosed that his service does not even have a single service car and so they beg all the time from other services.
The armed robbers were carted to Bafoussam, West Region, to be tried at the Military Tribunal, having been caught with guns and ammunition.

Barrister Kemende Henry:Lawyer, Politician With Exceptional Trappings

In life there are three categories of people, those who make things happen, those who observe things happen and those who comment on the way things are happening. In Cameroon Post International, Great Minds are those who make things happen. They are people with independent minds. They don’t sing praises unduly. They have self-esteem and can aspire to any position depending on their competence. In this edition we profile...
Dignity, wise men opine, does not consist in possessing honours but in deserving them. This is to say that if you are by any stroke of historical accident, bestowed with honours that are undeserved, it makes no sense for it is tantamount to putting a golden ring on the nose of a pig.
In a nutshell, Barrister Kemende Henry is an exemplary Lawyer cum aspiring Politician par excellence not because he is a lawyer or politician but because he genuinely deserves such dignity and honour and has merited them through his own might and right. He is an able Abbot fit to represent whosoever on this planet called earth without any complex due to his high sense of duty and commitment.
As a lawyer, Barrister Kemende during his tenure of office as the North West representative of the Bar council up to this period that he is a member of the Bar council, has continued to fight to instill sanity among the lawyers and eking out pieces of advice wherever and whenever occasion warrants.
Beside, Barrister kemende believes in his profession and does not engage himself on controversial court cases. This apparently explains why his colleagues and other law pundits call him, "The wise counsel" because he advises his clients before taking any matter to court unlike other lawyers who go around advising people to drag others to court on flimsy cases in order to feed fat on them.
Because of his level-headedness, humility, God fearing and straight forwardness, Barrister Kemende is often described by his colleagues as somebody who loves his profession to an extent that he drinks the law, eats the law and dreams the law. It’s thanks to the solidarity with the lawyers which he upholds so much that he has always won any election in the Bar council even without any campaign as his colleagues rather campaign for him.
Above all, Barrister Kemende has honoured himself and the rest of the Cameroon lawyers by constructing the best ever chambers a lawyer ever built in the country. His chambers at the Bamenda Commercial avenue which is nearing completion is worth a dozen million FCFA and has given colour to the attraction of Bamenda town as a whole.
At the level of politics, Barrister Kemende who has recently entered politics on the opposition platform is creating shock waves in his Balikumbat constituency and the country as a whole. He has not entered politics to reap where he did not sow. This explains why he first militated in Alhaj Bako’s UDP where he spent from his own pocket and being a visionary that he is, he has at last, decamped to the leading opposition party in the country, the Social Democratic Front (SDF), a phenomenon which has sent shock waves to the spines of the Balikumbat CPDM political iguanas.
Being an elite of Balikumbat, Barrister Kemende knows without being told that the ruling CPDM party had often won in Balikumbat through dirty gimmicks thanks to the late tyrant, Fon Doh, who was feared by all and sundry of that village.
With the tyrant already gone, Barrister Kemende knows that if free, fair and transparent elections are organized in Balikumbat, the SDF will for sure, have a landslide victory.

Sex Partners Transform into Siamese Twin After Adultery

Wonders, they say, shall never end. Hundreds of the Bamenda population was aghast with an outlandish spectacle at a hotel near PMI, Nkwen, Bamenda in the night of Tuesday November 20, 2012 breaking Wednesday November 21, 2012.
An unfaithful woman and a man were unable to separate after making love in a hotel in the PMI Nkwen neighbourhood while committing adultery.
According to the manager of the hotel, that fateful day, the cheating sex partners booked the hotel room for "rest" aka, siesta, but over stayed above the expected time. "When I repeatedly knocked at the door to send them out, to my utter shock, both of them were joined together as they came to open the door screaming. The man crying for help said they could no more separate and I had no choice than to call the police to the scene".
To mitigate the situation, the lady’s husband who was called to the scene, said he had heard about his wife’s infidelity and warned her to no avail as she kept on refusing and so he had no choice than to accost a witchdoctor to expose her. The man who hails from Bafut in Mezam Division of the North West Region said if he did what he did, it was because with the HIV/AIDS around, he could not take chances.
After persistent pleading with the man to separate the siamese twin-like sex partners to spare the wife from shame, he grudgingly tapped both on the buttocks and they separated instantly to the amazement of all.
The cross-section of the men at the scene including the police, scrambled for the man’s phone number to apparently direct them to the witchdoctor who gave the charms.
The same incident happened in December 25, 2002 in another hotel in Kumbo, Bui Division. The woman’s husband directed the men who cared to check their wives’ infidelity to Sabongari in Donga Mantung Division for the solution.
Most men of the North west region especially "bush fallers" who keep their wives back home always check their wives infidelity by using the charms although to the chagrin of the women who find it difficult to stay for months without making love

Bamenda II Council decry injustice in City Council’s Distribution Assistance

The councilors of the Bamenda II Council have unanimously questioned why the city council authorities should give the same financial assistance for road maintenance to councils within the city council.
In the Tuesday, November 27,2012 Bamenda II Council budgetary session at the council conference hall, the councilors observed that Bamenda II municipality is the largest in the city council area. They said while they have a total of 4 villages viz, Mankon, Chomba, Nsongwa and Mbatu, Bamenda I municipality has just one village, Bamendankwe and Bamenda III has just two villages, Nkwen and Ndja’a.
On this light they opined that the city council authorities ought not give all the 3 councils FCFA 5millions each for road construction and maintenance because according to them, Bamenda II ought to be given more because of its vast terrain covering 4 villages and consequently having several roads network than others in the city council area. Beside, the councilors complained that the city council has not indicated which roads ought to be maintain or constructed by the councils to avoid duplication because a council might spend energy and money constructing or maintaining roads which ought to be done by the city council.
On scholarships, the Mayor of Bamenda II, Balick Awa, regretted that although scholarships are supposed to be given to students who perform well in academics the committee incharge of scholarships in Bamenda II eked out scholarships even to students who scored below average. The councilors resolved that henceforth, scholarships would only be given to students who score from 12 on 20 and above
Concerning the disable persons in the municipality, the councilors also resolved that henceforth, any council structure or building, must be accessible to the disable persons.
Harping on the 2013 budget which was pegged at FCFA 600million as against FCFA 500million of 2012, the mayor regretted that the council was unable to meet up with the FCFA 500million budget of 2012. He therefore enjoined the councilors to join the revenue collectors to raise enough revenue to cover the 600million budgeted for 2013.
On this light the Assistant S.D.O for Mezam joined the councilors to institute a quarterly tax drive in Bamenda II so as to ensure that no tax payer evade taxes.
Given the municipal election that comes up next year, the Assistant S.D.O entreated the councilors and mayor in particular to work hard and ensure that they keep clear records so that even if they are no more re-elected, the incoming councilors or mayor will have a smooth transition. Mayor Balick used the opportunity of the budgetary session to present a brand new land Cruser Prado recently bought for the Mayor’s service car.
